abstract="{As a result of the Covid-19 pandemic, significant changes have occurred in the functioning
of administrative courts at the legal and practical level. It was a response to changes in the
environment. However, it was necessary to consider whether the present crisis did not force
only organisational, not legal, changes planned and prepared in advance (in the case of a crisis
situation). The latter should be changed last. The regulations in force before the pandemic
provided for a public hearing. The very method of conducting court hearings, perhaps, did
not need to be changed, and only, following the example of American solutions, could be
adapted to the new conditions of the form of their conduct. Remote hearing only loses the
attribute of direct contact and does not lose the value of a public hearing and it is the court,
not the participants in the trial, that must be in the court building.}",
