Abstract

EN The article presents, based on an analysis of legal documents and selected literature, the situation of individuals belonging to vulnerable groups during the Covid-19 pandemic. It provides an overview of the definitions of vulnerable groups and their significance in the context of social policy, as well as their legal definitions. Through content analysis of selected legal acts, the focus is placed on identifying the legal status and factual conditions pertaining to individuals from vulnerable groups. The author highlights that the pandemic revealed specific issues in the treatment and protection of people belonging to these groups (particularly: the elderly, individuals with disabilities, and migrants). Accordingly, the study includes a detailed examination of documents related to public health policies implemented within the EU during the pandemic, with particular attention to issues concerning vulnerable groups, such as their situation in the EU’s vaccination strategy.
